Major Milestone for CCS in West Virginia: SB 627 Signed into Law

We’re excited to share an important development for carbon capture and storage (CCS) efforts in West Virginia.
Late last week, Governor Patrick Morrisey signed Senate Bill 627 into law, empowering the West Virginia Division of Natural Resources to lease subsurface land beneath state parks and forests for CO₂ storage projects. This legislation marks a major step forward in supporting the safe, responsible deployment of CCS technology across the state.
SB 627 strikes a thoughtful balance between environmental stewardship and energy innovation. It ensures that the surface land of West Virginia’s treasured parks remains protected, while allowing the critical underground infrastructure necessary for CCS to move forward.
